The Demise of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of conflicting incidents captured the grim essence of the current period. By day, political struggles are fought: optimistic declarations are released from different nations. Considerable effort is allocated on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from across the border, a capacity provided through up-to-date information. From vantage locations, military aircraft that had been scrambled to engage hostile aerial threats streaked across the sky – modern combat jets provided to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons engaged: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, probably provided by partner states. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly transforms into resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, preventing destruction from catastrophe and further power outages.

Continuous Dangers

Following this, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – probably Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its target.

Intermittently, this carried on until dawn. Kyiv faced the morning news: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's critical military reliance on Western support – a reliance that regional partners are demonstrably unable to substitute in the near term.

Ineffective Peace Efforts

The detailed framework from American leadership sparked intense emotion, discussion and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new initiative from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This trend will, certainly, persist.

Political Considerations

It is easy to blame particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington operates on a premise familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is unfeasible to compel Moscow to abandon the territory that it currently occupies in Ukraine's occupied territories.

The problem is that while accepting these circumstances, Washington does little to deter Moscow, through words or deeds, from believing that the situation will not evolve additionally in its advantage in the coming year.

Opposing Positions

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing lives and land but averting a total frontline collapse until conditions improve in its advantage.

Present Conditions

Objectively, there are no real preconditions for a truce. Now, subjective factors are entering the equation: personal goals to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a just a single week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
